The answer would be Yes and No. Mod Podge is used by many people as a sealer, but being either a PVA or an acrylic polymer emulsion, it is not a true sealer. Moisture can still penetrate it. Still, for general decorative purposes, it does the trick. By the way, the term sealer is often misused. What you are referring to is probably a varnish. A sealer is applied on the material. In the case of paper mache, I recommended sealing the object BEFORE painting. After the paint job is absolutely dry (24 hours preferably), then you apply a real varnish.
